The Search for the Legacy of the USPHS Syphilis Study at Tuskegee is a collection of essays from experts in a variety of fields seeking to redefine the legacy of the infamous Tuskegee Syphilis Study. The essayists place the legacy of the study within the evolution of racial and ethnic relations in the United States. Contributors include two leading historians on the study, two former United States Surgeons General, and other prominent scholars from a wide range of fields.

Adrian Stokes , long admired by a small, highly distinguished, mostly English circle, was the natural successor to Pater and Ruskin. But though his place in cultural history is important, what is of particular interest now to art historians is his theory of the presentness of painting, a theory which offers a challenging critique of the practice of artwriting. From Vasari to the present, the most familiar rhetorical strategy of the art historian is the narrative of “the form, prophet-saviour-apostles,” in (...) which the first artist poses some problem that his successors develop and their successors solve.1 Such very different books as Art and Illusion and Art and Culture deploy that plan. The three periods of naturalism in E. H. Gombrich’s narrative—antiquity, Renaissance religious narrative, nineteenth-century landscape—function like Clement Greenberg’s sequence—old master art, early French modernism, American abstract expressionism. Gombrich and Greenberg disagree about how to narrate art’s history and about which works to include in that narrative—Gombrich asserts that cubism closes the canon while for Greenberg analytical cubism anticipates Jackson Pollock—but in each case, the art historian aims, as the novelist does, to tell a satisfying story and achieve narrative closure, and so how we think of the artworks the historian discusses depends in part upon the structure of the narrative. In a certain mood, we may find this fact intolerable. Why should a mere text tell us how to see the painting we may stand before?Stokes’ attempt to respond to this mood belongs to a tradition of early twentieth-century antihistorical thinking. For Rainer Maria Rilke, Rodin’s sculpture aimed to “refer to nothing that lay beyond it.” For Ezra Pound, an image “is real because we know it directly”; Henri Gaudier-Brzeska could read Chinese ideograms without knowing that language because those ideograms are transparently meaningful images. For Wyndham Lewis, a musical piece is inferior to a statue, “always there in its entirety before you.”2 Such an artwork need not be interpreted because it contains “within itself all that is relevant to itself.”3 All art is accessible to the gifted observer, and time is, in an interesting double sense, irrelevant. We see directly the meaning of works even from distant cultures; the visual artwork is experienced all at once, outside of time. If these claims are correct, what is the artwriter to do? In several works on modality, G. H. von Wright presents tree structures to explain possible worlds. Worlds that might have developed from an earlier world are possible relative to it. Actually possible worlds are possible relative to the world as it actually was at some point. Many logically consistent worlds are not actually possible. Transitions from node to node in a tree structure are probabilistic. Probabilities are often more useful than similarities between worlds in treating counterfactual conditionals.

The dissertation addresses the relationship between common sense, skepticism, and naturalistic science in Hume. It is argued that Hume's moral science uncovers numerous common illusions of visual and moral perception; it is not a defense of common-sense experience. ;Firstly, Hume views the ordinary experience of causation and external reality as illusory. The former experience is a projection of human expectation; the latter a conflation of perceptions. ;Secondly, it is argued that, according to Hume, the moral judge overlooks his biases by (...) fictively projecting himself to an impartial standpoint. Impartial sentiments are weak, however, and their weakness generates another fiction: they are mistaken for the inferences of reason. Finally, the judge falsely imagines that he can "see" the character of the persons whom he judges, when all that he actually sees are their actions. ;Thirdly, the dissertation contends that, although the practice of justice arises out of self-interest, the moral agent mistakes his personal interest for public benevolence. When his hidden selfishness fails to move him, he acts justly in the hope of re-acquiring the "lost" benevolence that he never actually had. He saves himself from disappointment by misinterpreting his actions as signs of genuine reform. In the case of promising, the agent falsely imagines that he wills its moral obligation into being with the words "I promise." ;Fourthly, it is shown how Hume denies that we can find the historical root of political obedience in enlightened self-interest and instead stresses the founding role of usurpation and conquest, erased from memory by the passage of time and the efficacy of present government. ;Finally, we see that the appearance of virtue and vice is the illusory correlate of our sentiments: we project sentiments of approval and disapproval onto others and then mistake them for objective traits. ;Contrary to what some interpreters have asserted, I conclude that, according to Hume, the philosopher is never cured of his profound skepticism. Skepticism recurs as long as the philosopher philosophizes. This is problematic, however, because at its most radical, skepticism is incompatible with moral science. (shrink)

Ideally, it is aimed at assessing allaspects of a given technology or group oftechnologies, including non-technical, e.g.socio-ethical, aspects. However, methods for assessingsocio-ethical implications of health technology arerelatively undeveloped and few mechanisms exist totake action based on the results of such evaluations.Still, the examples of cochlear (...) inplants and other cases illustratethat HTA is not a matter of merely collecting thefacts about a technology. The facts must beplausible and relevant from a particular framework,which is not always shared by different groups. It ishere that socio-ethical aspects are encountered. Ifhealth technology assessment aims to enhance theaccountability of the decision making processregarding funding and use of health technology, it isa major challenge to assessors of health technologiesto deal adequately with existing value pluralism. In a first stage, ecto- and endodermal cells sort out, producing the bilayered hollow structure characteristic of Hydra tissue; thereafter, heads are formed (even if the original cell preparation contained no head cells), eventually leading to the separation of normal animals with head, body column and foot. Hydra appears to be the highest type of organism that allows for regeneration of the (...) entire structure from random cell aggregates. Weber EUGENE, OR: WIPF & STOCK, 2015. 182 pp. $23.00Weber's book makes a helpful contribution to enlivening more theologically grounded strategies for peacemaking through reconciliation. It is a careful, systematic work that takes as its foundation a distinctively Christian view of [End Page 214] God's nature and (...) relation to the world. As a scholar and a pastor for over fifty years, Weber brings a much-needed, wise, and re-centered view to the questions entangled in war, peace, and reconciliation. He advises us not to look first into the realities of war for God, but to look to understand God as the context for all human conflict. He forcefully calls the reader to be a reconciler despite the intractability of conflict. The book is structured in three main parts, beginning with the theological context, then the political context, and, last, to peace, justice, and the church.The "war" that Weber addresses is interstate conflict, representing the negation of the web of relationships constituting a healthy international system. War disrupts God's plan and ruptures the right relationship between humanity and God (43–44). Throughout, Weber embraces a kind of Christian Realism, one that takes seriously the loving nature of God, the sinfulness of humanity, and the limits and possibilities for peacemaking in a human world. Downplaying the pacifistic message of Jesus, Weber highlights the necessities within a fallen world. We cannot eliminate war as a category of existence under the conditions of sin (until the eschaton), but with right orientation and action we can eliminate some war.Noting inadequacies of the just war tradition (though not dispensing with it), Weber identifies the need to ground it more firmly in theology, including enhanced attention to "just intention" as a primary criterion in evaluating the prosecution of war, displacing cause as the first question with which we must interrogate ourselves. Discernment about war and peace must be an ongoing conversation that should include people of faith as well as policymakers. Weber's theological and pastoral sensibilities, alongside his political savvy throughout, make the book a pleasurable and provocative read.The definition of reconciliation deployed is broad and complex, and Weber marshals it for powerful work. Reconciliation "is God's work—the movement of Divine grace through history, engaging all aspects of brokenness and promise and reaching its climax of fulfillment and disclosure in the life, death, and resurrection of Jesus Christ" (3). Grace continually calls humanity to enter into the work of reconciliation. Here Weber introduces the idea of relational power; more nuanced than mere substantive power, it connects to the core idea of institution building and the critical emphasis on strengthening the social fabric in the interest of peace. It is the hallmark of the reconciling transformation from systems of dominance to relationships of consent.The book raises questions regarding how to put reconciliation as described into concrete practice, responding to real cases and controversies. Also, there could be added discussion, against this theological backdrop, of what opportunities exist amid current US and global regime change to enter this reconciling activity more fully.Ultimately, the Christian context is central to understanding the ethics that Weber advances. Weber recommends a biblical foundation, one in which [End Page 215] we take the benefit of reading scripture backward from the Christ event. Such an exegetical strategy reveals that God has a plan for all of humanity, a vision of inclusiveness and reconciliation. This is the first of two papers that use off-training set (OTS) error to investigate the assumption-free relationship between learning algorithms. This first paper discusses the senses in which there are no a priori distinctions between learning algorithms. (The second paper discusses the senses in which there are such distinctions.) In this first paper it is shown, loosely speaking, that for any two algorithms A and B, there are “as many” targets (or priors over targets) for which A has lower (...) expected OTS error than B as vice versa, for loss functions like zero-one loss. In particular, this is true if A is cross-validation and B is “anti-cross-validation” (choose the learning algorithm with largest cross-validation error). This paper ends with a discussion of the implications of these results for computational learning theory. It is shown that one cannot say: if empirical misclassification rate is low, the Vapnik-Chervonenkis dimension of your generalizer is small, and the training set is large, then with high probability your OTS error is small. Other implications for “membership queries” algorithms and “punting” algorithms are also discussed. (shrink)

We present a conceptual framework on the experience of time and provide a coherent basis on which to base further inquiries into qualitative approaches concerning time experience. We propose two Time-Layers and two Time-Formats forming four Time-Domains. Micro-Flow and Micro-Structure represent the implicit phenomenal basis, from which the explicit experiences of Macro-Flow and Macro-Structure emerge. Complementary to this theoretical proposal, we present empirical results from qualitative content analysis obtained from 25 healthy participants. The data essentially corroborate the theoretical proposal. With (...) respect to Flow, the phenomenally accessible time experience appeared as a continuous passage reaching from the past through the present into the future. With respect to Structure, the individual present was embedded in the individual biography, emerging from past experiences and comprising individual plans and goals. New or changing plans and goals were being integrated into the existing present, thus forming a new present. The future appeared as changeable within the present, by means from the past, and therefore as a space of potential opportunities. Exemplarily, we discuss these results in relation to previous empirical findings on deviant experiences of time in Autism Spectrum Disorder that is presumably characterized by a breakdown of Flow and concomitant compensatory repetition resulting in an overly structured time. Finally, we speculate about possible implications of these findings both for psychopathological and neuroscientific research. (shrink)

In letter 7.24 Pliny provides his readers with a character sketch of the elderly matriarch of a distinguished and wealthy Italian family-Ummidia Quadratilla. Ummidia passed her later years as a fan of the theater; specifically, "she had pantomimes." Pliny disapproves of the shows presented by these performers, and he chastises Ummidia for her interest in pantomime. In fact he views her conduct as symptomatic of a vice among women in general: "I have heard that she herself used to relax her (...) mind with checkers or watch her pantomimes, as women do in the idleness of their sex." We should not be surprised by these comments; there was a tradition of ambivalence among the Romans toward the professions of the theater, and when women became involved with these professions, the ambivalence could turn to contempt. Given the general disposition of Roman males toward pantomime and women, modern readers should not so readily accept Pliny's assessment. By training her slaves as pantomimes, Ummidia was greatly increasing their value. From numerous ancient sources we know that the monetary value of slaves trained in the theatrical professions was among the highest accorded any slave. Moreover, because of Ummidia's endowment of a theater in her native Casinum and the performance of Ummidia's pantomimes in public games, we might say that she was the manager of a small "theatrical empire." Finally, because of the great interest in pantomime on the part of the masses and the desire of the upper classes, including members of various imperial families, to soothe these masses with games, control of popular pantomimes might have given Ummidia access to limited political power.
